What "84% off" is measured against
Discount percentages in this market are always calculated against the provider's own month-to-month price, which is the tier almost nobody buys. IPVanish lists Essential at $14.99 month-to-month. Run the arithmetic: $2.39 ÷ $14.99 = 15.9%, so the saving is 84.1% — the claim is accurate.
What it is not is a comparison to anything you would otherwise have paid. Nobody choosing between plans pays $14.99 a month for two years; the realistic alternative is a competing provider's two-year rate. Read the 84% as a statement about IPVanish's own price ladder, not as a measure of value against the market.
How much this actually changed

A dime a month. Over the whole two-year term this repricing saves you $2.40 — roughly the price of a coffee, spread across 2026, 2027 and most of 2028. The jump from "83% off" to "84% off" is a marketing rounding boundary being crossed, not a meaningful move in the cost of the product.
That is not a reason to avoid it. It is a reason not to treat the announcement as urgency. If IPVanish was the right provider for you last week at $2.49, it is the right provider this week at $2.39. If it was not, ten cents does not change the answer.
What the money actually buys
The price is not why anyone picks IPVanish. Unlimited simultaneous connections is. What the new price does not change
The jurisdiction. IPVanish is US-based, which places it inside Five Eyes. The no-logs policy has been independently audited, and an audit is meaningful evidence — but jurisdiction is a structural fact about the company that no price cut alters. If that is a dealbreaker for your threat model, it is still a dealbreaker at $2.39.
